How to go about obtaining your COF updated Sept 2011RCYC/SAS Safety Checklist

All vessel owners are reminded of the requirement that all vessels accommodated upon the Clubs' moorings be in possession of an in date COF as prescribed by the Safety at Sea Committee and as required by the Mooring Rights Agreement.

Further to this, the RCYC Safety at Sea Committee requires all boats under 9m undergo a basic COF inspection by a surveyor. The cost of such certification is R 150.

Please note that the survey of boats over 9m can only be arranged once the fee is paid to SAS directly. Make sure you have a copy of your receipt as proof of payment for the safety inspector. You will not be able to pay the fees at RCYC because the COF has to be issued from SAS.

Boats under 9m can get the survey done and pay the fee directly at the RCYC office. A COF will be issued from RCYC.

In addition to this all foreign registered vessels are required to undergo a basic COF inspection by a surveyor. The cost of such certification is R 250.

Members are requested to adhere to the following sequence in order to ensure that they are correctly registered by the Club as being COF compliant:

  1. As a service, the Office (diane@rcyc.co.za) will provide written notice 1 month in advance that the vessels' COF is due to expire (responsibility will always be vested in the owner to ensure valid certification).
  2. Owners are then to make an appointment with a SAS certified surveyor in which the COF inspection can take place.
  3. Such survey will only take place if/when the skipper/vessel presents the following
    1. Proof of payment for such survey, and;
    2. Proof that the vessel is registered under the owners name (or company within which the owner shares a majority interest).
    3. Written Declaration of Insurance Cover (form supplied by Inspector/website and/or office).
  4. Vessel COF requirements are available from:
    1. The Office,
    2. on request from diane@rcyc.co.za,
    3. a SAS surveyor
  5. On successful completion of the inspection, the responsibility of informing the office of such COF certification is vested in the owner of the vessel concerned.
  6. The signed document (white page) must be presented to the office, which will make a copy and update records appropriately (original to be kept on board the vessel).
  7. The surveyor is responsible to submit a copy (yellow copy) to SAS which will then approve the SAS COF Certificate and subsequently post through to the owner of safekeeping.
  8. Once all the processes are complete, SAS will issue a proper printed certificate, worded Certificate of Fitness, this is your official certificate. Please ensure that this is kept aboard at all times.
All vessel owners are reminded to ensure thorough understanding of the provisions of the Safety at Sea regulations and bye-laws as contained within the Club Constitution.

Owners and skippers are reminded that vessels which are not certified 'in date' will be confined to harbour (Office will send notification to you of this) and may not participate in any Club sailing event.

Please note the minimum category accepted by RCYC is category 'E' (category 'R' no longer accepted).
