International brewing giant, Heineken, has announced that they will once again be the Title Sponsor of the Royal Cape Yacht Club's premier South Atlantic race, the Heineken Cape-to-Rio, which will take place in January 2011.

The 2011 Heineken Cape to Rio Race will see the introduction of a special class for racing multi-hulls in recognition of their increasing presence in ocean racing. The IRC Mono-hull class will start on the 15th of January 2011 along with the cruising mono-hulls and cruising multi-hulls, with the racing multi-hulls starting on the 22nd of January. The festivities will culminate with the grand Prize-Giving and the awarding of the much sought-after South Atlantic Trophy, just prior to Rio Carnival which commences on the 3rd March.

Race Chairman and Commodore of Royal Cape Yacht Club, John Martin, reports back on his recent visit to Rio de Janeiro.








Our visit started with the honour of being met at the airport by the Vice-Commodore and Sailing Director, Nelson de Alencastro Guimaraes and his colleague from the Iate Clube do Rio de Janeiro, Paulo Bastos Netto. We were warmly welcomed to Rio.

Numerous meetings were held during the next four days which included a welcome lunch at the Iate Clube, hosted by the Commodore, Luis Carlos Barroso Simao and his Flag Officers, their consultant PR Expert, Aroldo Araujo and Director of the Chamber of Commerce, Jomar Pereira da Silva Roscoe. At the outset I must add that I am hugely indebted to the Consul General of Brazil, here in South Africa, Mr. Joachim A. Whitaker Salles and his Deputy Consul General, Mr. Pedro da Cunha e Menezes, who facilitated all our meetings in Rio. As admitted by the Rio Commodore and his Council, and this applies to both sides - no Yacht Club, under normal circumstances would have gained access to the people we were privileged to meet.

Other high level meetings included the Port Captain of Rio, the Mayor's Office, the Secretary of State Tourism, the Secretary of Rio Tourism, State Secretary for Sports, the Grael Project and media and television professionals.

Each and every one received us warmly and expressed their joy at the return of the Cape to Rio Yacht Race. Clearly these people are as emotional, excited and proud of their City as we are about ours. In summary, as a result of these meetings, we were given everything we asked for and more to stage a successful race. With the pinnacle - the hosting of the Prize-Giving by the Mayor of Rio de Janeiro, at the Palace, one of the oldest, most historical and beautiful buildings in Rio. Competitors will enjoy a welcome party hosted by the SA Embassy and free moorings up until a week after prize-giving and thereafter a small fee will be levied for yachts wanting to stay on for Carnival.

Our competitors can expect to be allowed access to the entire yacht club. The new Committee at Iate Clube do Rio de Janeiro is made up of all sailors, mostly who have raced internationally and the Club has a number of members who have achieved Olympic Gold medals, so it's back to being a Sailing Club. However, I must re-iterate that it is an exceptionally wealthy Club with very, very high standards and that we will be honoured guests in their home. The high standards that I strive for will be maintained during our stay. Catering facilities at the Clube range from a newly built Pizzeria Deck and outside bar, with stunning views (positioned where we in the previous race had the hospitality tent ) to a really up-market restaurant where the average plate of fish goes out at R250. Perhaps this will give you an idea of the magnitude and status of the Clube. For new-comers to this Race, especially the youngsters on a budget, within 6 minutes walking distance from the Club, in a safe neighbourhood, there is a student type bar/restaurant which services amongst others, the University students, where you can enjoy a meal for no more than R45 and quarts of beer go out at R16 !

2 minutes further into the walk for wives, girlfriends and shopaholics you can get lost in the upmarket Shopping Centre, Rio Sul, 4 stories high with everything and anything. Excellent eateries with food ranging from R50 to R150 in an upmarket, air-conditioned environment. Bigger and better than Cavendish or Canal Walk. From Rio Sul its another 10 minutes walk to Copacabana Beach, through the famous tunnel with the 5 lane highway running alongside. Obviously, there is a extremely well developed public transport system, with buses travelling up and down the beaches at a cost of next to nothing or tens of thousands of taxi's reasonably priced and metered. Rio has been cleaned up tremendously and we felt safe at all times. Accommodation can be found from as little as 50$ a day going up to 150$ a day. There is a place for everyone who wants to enjoy the after party of a tough and interesting race.

The Iate Clube do Rio de Janeiro has a really efficient Sailing office comprising of six people and numerous committee boats and chase boats so that its possible to establish a finish-line off Isle de Pa approximately 6 miles from the Sugarloaf, where the yacht club is situated. This is to facilitate the best wind and current for a finish, according to the experts. They have even gone as far as to permanently position a finish boat at this position.

The State Tourism and Rio Tourism Departments will be compiling special travel and accommodation packages for our fleet and supporters and work is in progress as always, to try to get the air fares reduced. This is indeed an arduous task and we make no promises but are doing our level best. Tourism are also working on offering complimentary tours of the City, Copacabana and the Corcovado to our competitors.

On the home front, on arrival back from Rio, we were advised that we have a 95% chance of a Communications Ship from the SA Navy to accompany the fleet all the way to Rio. I see this as a major break-through, thanks to the close friendship which I and RCYC enjoy, with the SA Navy. We have more than 20 prospective entrees at the time of writing, this far exceeds my expectations and we are happy to welcome you all aboard. There is much work ahead of me to facilitate more funds to refine the race and find ways to give more benefits to you the competitors. As we stand now though we have enough funds to run the race professionally .

All in all, the Commodore and his Committee are as excited about this event as we are at RCYC and I can assure competitors a fantastic race and reception in this beautiful City.

  1. MANAGEMENT
    The event will be under the management of the ORGANISING COMMITTEE appointed by ROYAL CAPE YACHT CLUB (RCYC).
  2. DEFINITIONS
    1. IRC shall mean the 2011 version of the Royal Ocean Racing Club's IRC handicapping system.
    2. WCCRS TCF shall mean the World Cruising Cruise Rating System Time Correction Factor
      for Cruise Fleet boats, both mono-hulls and multi-hulls, issued by the race rating authority.
    3. Any reference to the male gender shall include the female gender.
    4. Rules shall be inclusive of Racing Multi-hull rules.
  3. ELIGIBILITY
    The event will comprise the following fleets:
    1. IRC Racing Fleet for mono-hull boats with valid IRC certificates, divided into two classes at the Race Committee's discretion according to rating,
    2. Racing multi-hull boats,
    3. Cruise Mono-hull Fleet for mono-hull boats which do not have IRC certificates,
    4. Cruise Multi-hull Fleet for cruising multi-hull boats with a WCCRS TCF of no more than 1.200.
    5. Boats in the Cruise Fleets will, subject to certain restrictions, be able to use their motors (Refer to Schedule Two).
    6. If there is sufficient demand, other classes of boats will, at the Race Committee's sole discretion, be considered.
  4. *COURSE AND DATE
    1. The event will start in Table Bay and finish at the finish line at Rio de Janeiro by any route;
      a race distance of approximately 3,320 miles.

    3. There will be two starts -
      1. Saturday 15 January 2011 at 1000 GMT
        for all boats in the IRC Monohull Class and Cruising Fleet, (Mono & Multi)
      2. Saturday 22 January 2011 at 1000 GMT
        for all boats of the Racing Multihull Class.
    4. Precise details of the start line, the marks to be rounded in Table Bay and the finish line will be published in the Sailing Instructions
  5. TIME LIMIT
    1. The event will end at 22:00 GMT on Friday 11th February 2011 after which all boats that have not finished will be considered to have retired.
    2. Boats still at sea after the event ends should adopt the Internationally accepted mode of communication for emergencies.
    3. The Race Committee reserves the right to extend the time limit under exceptional circumstances.
  6. RULES
    1. The event will be governed by the 2009-2012 ISAF Racing Rules of Sailing (RRS), the 2010 IRC insofar as this rule applies to competing boats, this Notice of Race, the Sailing Instructions, the Special Regulations contained in Schedule 1 and Schedule 2 as regards the Cruise Fleet.
    2. In the event of a conflict between any of the above rules and regulations and this Notice of Race and the Sailing Instructions, the provisions of this Notice of Race and the Sailing Instructions will prevail.
    3. Part 2 of the RRS relating to when boats meet shall only apply for three hours after the start, after which right of way will be determined by the International Regulations for Preventing Collisions at Sea.
    4. All participating South African boats are required to comply with all local legal requirements with regard to going foreign.
  7. COMMUNICATIONS
    1. Communications Instructions will be issued together with the Sailing Instructions.
    2. All race communication for position reporting will be handled by means of:
      1. E-mail
      2. SATPHONE
      3. SSB
  8. RATING CERTIFICATES AND HANDICAPS
    1. Boats shall have current rating and / or handicap certificates as follows -
      1. Boats racing in the IRC fleet referred to in clause 3.1 shall have current, valid and signed IRC Certificates.
      2. Boats racing in the Cruise Fleet referred to in clauses 3.1.3. and 3.1.4. shall have valid WCCRS TCFs issued by the Race Committee or World Cruising.
      3. Each boat in the Cruising Division will be obliged to furnish acceptable proof of its displacement.
      4. Racing Multi-hulls shall have valid certificates as required by current ISAF Regulations.
    2. The Race Committee reserves the right to request further information regarding measurements of a boat.
      1. The placing of each boat in its particular fleet shall be determined by the corrected time taken by that boat to complete the course, calculated as follows -
      2. In respect of boats in the IRC fleet, the corrected time will the elapsed time multiplied by the relevant boat's IRC TCC.
      3. In respect of all other boats, the corrected time will be the elapsed time multiplied by the relevant boat's WCCRS TCF.
    3. A list of ratings for each fleet will be published on the Race Notice Board not less than five days prior to the start.
    4. Valid IRC certificates must be lodged with the Race Director no later than 1500 GMT on Monday 10th January 2011. The Race Committee reserves the right to extend the above time limit in exceptional circumstances.
    5. On showing good cause and with the prior written approval of the Race Committee, changes may be made to a boat's rating certificate up to 24hrs prior to the boat's start date.
    6. The Race Committee reserves the right to correct, up until the Prize-giving, measurement and calculation mistakes relating to any boat's rating certificates, if notified of these by the South African Sailing Rating Authority.
    7. Information regarding the obtaining of -
      1. IRC rating certificates is available from the South African Sailing Office (SAS) or the Royal Ocean Racing Club in the United Kingdom and,
      2. Cruising Fleet TCF's are available from the Race Organisers.
  9. SAFETY REQUIREMENTS AND SCRUTINY
    1. Except in the case of the Cruise Fleet, each boat shall be crewed by at least 4 persons, including the skipper. The skipper must satisfy the Race Committee by Saturday 13 December 2008, that at least 2 of those persons are sufficiently qualified to navigate the boat between Cape Town and Rio de Janeiro.
    2. The Race Committee will be satisfied of the two qualifying crew members' competence in terms of clause 9.1 if -
      1. he holds a South African Sailing or equivalent Yacht Master Ocean Certificate, or
      2. he holds a South African Sailing or equivalent Yacht Master Offshore Certificate and is able to navigate by celestial observation, or the boat on which he will sail has electronic navigation equipment which complies with paragraph 14 of the Special Regulations and he has completed, as skipper or navigator, offshore races of at least 750 nautical miles , or
      3. he holds a South African Sailing or equivalent Coastal Skipper's certificate and is able to navigate by celestial observation, or the boat on which he will sail has electronic navigation equipment which complies with clause 15 of the Special Regulations and he has completed, as skipper or navigator, an offshore passage of at least 1,000 nautical miles, or
      4. he presents such other evidence of other experience or qualifications as may be acceptable to the Race Committee,
      5. he can present evidence of having attended a course on Survival Training within the last five years. Alternatively, another member of the crew may, for the purposes of this subparagraph, be substituted.
    3. The Race Committee may grant permission for a nominated person to be onboard a boat for a short period after the start of the race for promotional purposes. In this case written permission from the Race Committee must be obtained at least five hours prior to the boat's start. The Notice of Race clause 9.9 regarding crew list requirements and RRS 47.2 will not apply to that person.
    4. Each boat must, by not less than five days before the boat's start date, have sailed a total of at least 500 nautical miles and the onus shall be on the owner to satisfy the Race Committee thereof.
    5. All boats shall be scrutinised by the Race Committee to ensure compliance with the safety requirements. The skipper is obliged to ensure that he and at least one other member of the crew are present at the scrutiny.
    6. A boat which has not passed scrutiny by 24 hours before the boat's start time may not start the event and the onus shall be on the skipper to ensure that his boat is scrutinised timeously.
    7. If a boat does not comply with these regulations its entry may be rejected or it may be liable to disqualification or such other penalty as may be prescribed by the Race Committee.
    8. Notwithstanding anything herein contained, the safety, management and insurance of a boat and its crew shall at all times remain the sole responsibility of her skipper, who must satisfy himself that the boat is fully sound, thoroughly seaworthy and manned by an experienced crew who is capable of handling the boat in bad weather. The skipper must ensure that all safety equipment is properly maintained and stowed and that all crew know where it is kept and how it is to be used. It is the sole and exclusive responsibility of each boat to decide whether or not to start or to continue the Race and all those taking part in the Race do so at their own risk.
    9. The Crew List, on the prescribed form provided together with a copy of each crew member's valid passport, shall be submitted to the Race Director not less than five days before the boat's start date. Contingency corrections to this crew may be made up to four hours before the start of the event, provided that a copy of the passport accompanies the amendment.
  10. ENTRIES
    1. An entry, on the prescribed entry form, must be submitted with the relevant standard entry fee to:
      Cape to Rio Race 2011, PO Box 772, Cape Town 8000, South Africa
    2. All entry fees are to be paid no later than 1000 GMT on Monday 15 Dec 2010.
      Late entries will be accepted up to 1500 GMT on Friday 14th January 2011, subject to the late entry fee.
    3. The standard entry fee shall be -
      1. a basic amount of R2,000 plus
      2. R200 per metre LOA, or part thereof, provided that in the case of a late entry the fee of shall be twice the standard entry fee.
    4. In the interests of public relations and the media, it will be helpful to the promotion of the race if each entry is accompanied by a brief biographical note of the owner and/or skipper which may include information on the crew and, if possible, should include photographs of the owner and/or skipper and of the boat. The Organising Committee shall be authorised to use any such information and photographs in connection with any advertising, publication, promotion, sponsorship or the like relating to the race whether in printed or electronic form or howsoever.
    5. The Race Committee reserves the right to refuse any entry or to exclude any boat from the event at it's sole discretion.
  11. ADVERTISING AND REFERENCE TO RACE
    1. Advertising will be permitted in accordance with the current ISAF Advertising Code (Appendix 1 Regulation 20), for which purpose the event shall be classified as a Category "C" event.
    2. The Organising Committee may require boats to display sponsor's advertising in accordance with RRS Appendix 1.
    3. The name of any boat, whether displaying advertising or not, must be acceptable to the Race Committee. No entry will be accepted from a boat displaying advertising or having a name which conflicts with any interests of the race sponsor, or any sub-sponsor of the event. No entry will be accepted from a boat sponsored by any liquor organisation, without the Organising Committee's express permission.
    4. The owner and skipper of all boats shall ensure that no "ambush marketing" or "hijack signage" is carried out by or on behalf of themselves or their sponsors with reference to the event and that nothing else is done which might undermine the event, the rights of the event sponsor, or any other sponsor or participant in the event.
    5. The organisers and sponsors shall be entitled to make use of any photograph, film or other form of electronic reproduction of or relating to all boats participating in the event, their owners and crew and to make use of all interviews, broadcasts and reports by any of them for any purpose relating to or arising from the event or the sponsorship thereof.
    6. The skipper of a boat, if and when requested to do so, shall from time to time provide the organisers with a written or verbal report of the boat's current position or any other matter of interest, suitable for use on the radio, television and internet.
    7. The entry of a boat breaching any of the provisions of this clause 11 may be rejected and any boat breaching any of these provisions shall be subject to disqualification or such penalty to her corrected time as the Race Committee may deem fit.
    8. If in doubt, a boat may enquire of the Organising Committee whether it infringes the provisions of any of the above advertising rules.
  12. SAILING INSTRUCTIONS
    Sailing Instructions will be issued to all entrants prior to the start of the Race at a compulsory briefing for skippers and navigators scheduled for 1400GMT 10th January 2011 at the Royal Cape Yacht Club.
  13. INFRINGEMENTS
    If a boat infringes any of the provisions of this Notice of Race or of the Sailing Instructions or any of the Rules and Regulations herein referred to, in circumstances which in the opinion of the Race Committee do not constitute a gross breach thereof, it may be penalised by having it's basic elapsed time increased by such amount as the Race Committee, in it's sole discretion, deems fit. In addition, the Race Committee shall be entitled to disqualify a boat in the event of a gross breach of any of such provisions, rules or regulations. Any penalty imposed by the Race Committee pursuant to this provision will not be subject to appeal.
  14. PRIZE-GIVING
    1. The Prize Giving will take place at a venue, date and time to be published.
    2. Trophies and Prizes to be awarded will be published at a later date.
    3. The skipper and at least one other member of the crew of a boat due to receive a prize will be obliged to attend the Prize Giving. If, for good reason, this is not possible, the owner and skipper undertake to inform the Organising Committee prior to the Prize Giving.
  15. INDEMNITY
    The owner and the skipper of each boat entered shall be deemed, on the acceptance of the entry by the Race Committee, on behalf of themselves, their crew, their dependants and their sponsors to have indemnified the Organisers, the host club, the sponsors and all those involved in the running of the event against all claims of any kind arising from any injury to person or property incurred during or in connection with the event, or from any other cause arising whatsoever. Owners and skippers are advised to obtain counter-indemnities from each member of the crews.
  16. JURISDICTION
    1. The event, being organised from Cape Town, is subject to the laws of South Africa and accordingly this Notice of Race and the Sailing Instructions will be construed in accordance with such laws. All participants, owners, skippers and crews shall be deemed to have submitted to the jurisdiction of the High Court of South Africa, Cape Town, which alone shall have jurisdiction in regard to any legal disputes which may arise in connection with or arising from the event and a participant's participation therein.
    2. Owners and skippers of boats participating in the event will be responsible for ensuring that the provisions of this Notice of Race are understood and agreed by all individuals concerned and hereby indemnify the organisers, the sponsors and all those involved in the running of the event against all claims, loss or harm suffered as a result of a failure to do so.
  17. ERRORS AND OMISSIONS
    On good cause, the Organising Committee reserves the right to amend any of the provisions of this
    Notice of Race.
